It comes amid furious claims such a rise would breach Labour’s manifesto.

Ms Reeves was instead said to be considering a lesser move to levy NICs on firms’ pension contributions.

She was also believed to be eyeing a £1billion inheritance tax grab on shares in small and medium-sized firms currently exempt from the levy.

Ministers are considering raising fuel duty despite warnings it would contradict their vow to protect working people.

Health Secretary Wes Streeting said the mooted employer NIC rise would not break Labour’s election pledges.

He did not deny that an extended freeze to income tax thresholds would drag an extra million workers into paying higher rates.

It came as a report warned taxing businesses would further damage UK competitiveness on the world stage.

Britain ranks 30th out of 38 OECD nations for competitiveness and could plunge further.

Daniel Herring, from The Centre for Policy Studies, said: “There’s a real danger that Britain could end up with one of the least competitive and most anti-growth tax systems in the OECD if the expected tax rises come to fruition.”

Tina McKenzie, from the Federation of Small Businesses, said the Budget must deliver “on the growth promises in the election”.

She said: “The Chancellor should back small firms to deliver more jobs, better pay and fire up our economy.”

MTV EMAs to pay tribute to Liam Payne as Rita Ora hosts award ceremony in Manchester next month

MTV bosses are set to pay tribute to One Direction singer Liam Payne at next month’s Europe Music Awards in Manchester.

The ceremony will take place at the northern city’s newly built Co-Op live Arena on Sunday November 10.

Liam was in the city just weeks ago filming new Netflix talent show Building The Band alongside Kelly Rowland, 43, and Nicole Scherzinger, 46.

The show, which was to be hosted by former Backstreet Boys singer AJ McLean, now hangs in the balance as US based bosses decide what to do.

It’s understood that Liam’s close friend and former collaborator Rita Ora, 33, will be involved in MTV‘s plans which could range from a live musical tribute or a simple video in memoriam montage.

The Sun can reveal producers are keen to honour the late star who dominated the music industry as part of the boy band from 2011 to 2016.

He later used the celeb-packed music ceremony to help launch his solo career.

Liam performed his debut single Strip That Down at the show in 2017.

The single, which was penned by Ed Sheeran, was Liam’s first of 6 UK Top 40s as a solo singer.

One Direction received twelve MTV EMA gongs out of their sixteen nominations.

They won three out of four in 2012, four out of six in 2013 and five out of six in 2014.

A source said: “Bosses have all agreed that they want to host a tribute to Liam during next month’s MTV EMAs.

“In the coming days they will start drawing up official plans.

“Officially Rita is yet to be announced, but she is hosting this year’s awards and will be involved in whatever MTV decides to do.

“She and Liam have been close for years and grew in the industry together. Obviously she is devastated by his passing.”

Rita and Liam teamed up on the 2018 single For You which featured in the film Fifty Shades Freed, part of the final movie in the Fifty Shades of Grey trilogy.

The track was nominated for Best Music Video at the 2019 Brit Awards.

Last week Let You Love Me singer Rita broke down on stage in Osaka as she performed the track during her Japanese tour.

She and Liam have been close for years and grew in the industry together

During the song Rita displayed a black and white image of her and Liam in the studio together.

After looking at the sky and holding her head in her hands, Rita told fans: “I can’t even sing this right now”.

A source said: “Rita is heartbroken but was keen not to let fans down and continued with her shows.

“She is being supported by her husband Taika Waititi who is out in Japan with her.”

Liam previously said of his bond with Rita: “Rita is someone I call a true friend and it was an absolute pleasure working with her.”

The last time the EMAs were in the UK was 2017, they were hosted at Wembley Arena with both Liam and Rita in attendance.

Liam performed his debut single Strip That Down while Rita helped host the evening as well as performing a mash up of her hit tracks Your Song and Anywhere.

Liam tragically died in Buenos Aires, Argentina on Wednesday after falling from his third floor hotel balcony.

He was just 31-years-old.

Since then tributes have flooded in around the world from fans and celebs alike – with many praising Liam’s kindness and desire to help others.

Yesterday [sun] Liam’s devastated fans held outdoor memorial services for the singer up and down the country.

Events took place in London, Manchester, Birmingham and Glasgow.

Despite the rain hundreds of supporters gathered at the Peter Pan statue in London’s Hyde Park- singing his songs and bringing floral tributes to the singer.

‘SO KIND’

One left open letters to the singer – praising him for soundtracking them through their younger years.

In one letter, fan Helen, 30, wrote: “I was one of the very lucky people in my teenage years to see you on numerous occasions.

“You were so kind, polite and friendly, every single time. You appreciated your fans so much. Back then I was over the moon to meet you as a fan but also as a person – Liam you were just so lovely.”

She added: “You died young but if love could’ve saved you, my goodness you really would have lived forever.”

Fans are also also buying and streaming One Direction songs to help Liam dominate the charts come Friday when they are announced.

On Sunday night the Official UK Charts confirmed that three One Direction songs are on track to reenter the charts.

Their 2014 single Night Changes is currently sits at No16 while Story of My Life and What Makes You Beautiful are at 21 and 47 retrospectively.

Three solo tracks Liam are also rising up the charts.

His final single Teardrops, released in March this year, is currently at No65 followed by For You with Rita Ora at 67 and Liam’s debut track Strip That Down with Quavo at 75.

Liam’s father Geoff Payne is currently in Buenos Aires organising plans to repatriate after identifying the star’s body.

Goeff, who lives with Liam’s mum Karen in Wolverhampton, visited Casa Sur Hotel, the hotel where Liam had been staying on Friday.

He thanked fans who had gathered outside the hotel for their kind words and viewed tributes that had been left to the star.

Tributes to Liam Payne

SHOCKED fans, former co-workers, loved ones and friends flooded social media with sad tributes to Liam Payne after news of his death emerged.

Harry Styles’ mum Anne was among the first from One Direction’s camp to share her reaction, posting a photo of Liam and writing ‘Just a boy…’ alongside a broken heart emoji.

Britain’s Got Talent judge Amanda Holden shared an image of the pair together with the words: “Such an awful tragedy.

“Sending love to his family and all those who loved him.”

X Factor star Olly Murs told fans he was “devastated” and “lost for words”.

He wrote on social media: “Liam shared the same passions as me, the same dreams so to see his life now end so young hits hard, I’m truly gutted and devastated for his Family and of course his son Bear losing a dad x”.

Liam Gallagher said he was “very sad” and told his followers on X: “Life is precious Kids, you only get to do it once, go easy.”

Former X Factor presenter Dermot O’Leary has also expressed his shock and spoke on This Morning.

He said: “I remember him as a 14 year old turning up to audition on The X Factor, and blowing us away singing Sinatra. He just loved to sing.

“He was always a joy, had time for everyone, polite, grateful, and was always humble.”

BBC Radio 2 presenter Zoe Ball reacted to the “devastating news” on her show and told fans she hugged her own son Woody tight this morning.

JLS band member Marvin Humes reflected on his memories with the singer, sharing: “I first met Liam in 2008 with the JLS boys whilst auditioning for X Factor..he was 14 years old..

“We instantly clicked and looked at him as a little brother..that year it worked out for us but not for him and then 2 years later he went back to audition and One Direction was born..the rest is history..

“Absolutely heartbroken by the tragic news..Liam you wanted to be a global superstar and you did it bro..just can’t believe that things have ended this way..it’s shocking..my thoughts and prayers are with all your family and friends brother..RIP.”

Niall Horan’s brother Greg shared an emotional tribute to Liam, praising him as a “top young man”.

He added: “You will be forever missed. Liam, words can’t describe how much I want to grab my brother and mind him now while the world shows their memories of you and him and the boys.

“My heart goes out to your family parents and sisters and your son Bear and your 1D brothers.

“10th October we met and we started out that evening as 5 families into one big one 1D family thank you for all the laughs bro watch down on all your family and mind them lots of love kiddo x x x 1D 4 LIFE x x x”

German DJ Anton Zaslavski, otherwise known as Zedd, has taken to X with a devastated statement.

The producer, who worked with Liam on his 2017 hit Get Low, wrote: “RIP Liam… I can’t believe this is real…absolutely heartbreaking…”

American singer, Charlie Puth, who was friends with Liam and also collaborated with him on a song called Bedroom Floor, has posted a series of Instagram stories dedicated to him.

Alongside photos of the two of them together in their younger days, Charlie wrote: “I am in shock right now. Liam was always so kind to me.

“He was one of the first major artists I got to work with. I can not believe he is gone…

“I am so upset right now, may he rest in peace. I am so sorry…”

Irish singer duo Jedward also took to social media, saying: “RIP Liam Payne. Condolences to friends and family.”

In another tweet, they added: “Sending strength to Cheryl and his son Bear. And all the One direction Family. RIP Liam Payne.”

American media personality Paris Hilton shared: “So upsetting to hear the news of Liam Payne passing. Sending love and condolences to his family & loved ones. RIP my friend.”

ITV weather presenter Alex Beresford shared a news video about Liam’s tragic death on Instagram, adding: “Can’t believe this! RIP Liam.”

Meanwhile Love Island star Molly Marsh penned: “I’m so taken aback, rest in peace.”

James Cordon also paid his own tribute, describing the star as a “loving and kind soul”.

The Gavin and Stacey actor wrote on Instagram: “Talking about Liam in the past tense is utterly heart-breaking.

“I will treasure the moments I got to spend with him. My thoughts are with his family today x.”

Payne previously appeared on Cordon’s The Late Late Show in America.

Former Little Mix star Jade Thirwall – who won X Factor with her bandmates one year after One Direction took part – described him as “the first friend I made in this industry”.

She said: “We fell out of touch as the years went by, but back in 2008 he was the first friend I made in this industry.

“Both of us so young, so ambitious, both hoping we’d ‘make it’. I hope you are at peace now”.

Camila Cabello described his death as a “tragedy” and said he “made an impression” on her when she was a young girl.

Urgent warning as ‘road rage’ deaths on Britain’s roads hit record number

A RECORD number of people were killed on Britain’s roads last year as a result of “road rage” motorists.

Government figures show 143 people died in accidents that police said were triggered by aggressive driving.

In total last year, there were 2,722 collisions where police said aggressive driving behaviour was a contributory factor.

They led to a total of 4,084 ­casualties.

The 143 killed included 17 pedestrians, six cyclists, 34 motorcyclists and 79 people who were in cars. The remaining seven were in lorries or other vehicles.

The AA’s Jack Cousens said: “Remaining calm and in control is incredibly important to reduce these avoidable fatalities.”

Meanwhile, the AA is calling for the introduction of graduated ­driving licensing to help save lives.

It would prevent motorists under 21 from carrying passengers of a similar age for six months after passing their test.

The motoring organisation also wants under 21s to be given six penalty points for not wearing a seatbelt in the same period.

To aid enforcement, a “G” would be added to number plates to show they are a “graduate” driver.

Graduated driving licensing is already used in several countries, including the US, Canada, Australia and Sweden.

“TRUST matters in politics,” Philip Hammond wrote on this very page in March 2017.

The then Chancellor had just been forced into a humiliating U-turn after attempting a Budget raid on National Insurance contributions.

“Since the Budget last week,” he wrote, “Sun readers, members of the public and others have questioned whether the planned increase in National Insurance for the self-employed is consistent with the tax pledges in our last manifesto.”

The public outcry and support for our “White Van Scam” campaign would suggest it was not, despite Tory insistence that their 2015 manifesto was only referencing the main rate of NI.

But hamstrung Hammond knew the game was up, conceding: “It’s not enough simply to stay within the letter of our tax lock law.

“It’s important that we meet the spirit of our commitment as well.”

Sound familiar yet?

Pulled plug

Back then, Labour were quick to twist the knife, with then backbencher Yvette Cooper hitting out: “Did they not actually read their own manifesto?”

And one Rachel Reeves branded it an “extra-ordinary U-turn after a shoddy Budget”.

Eventually it was No10 that pulled the plug on Hammond’s headline measure, kneecapping their neighbour in No11 and souring his relationship with PM Theresa May forever.

She planned to sack him, and would have had the blowback not engulfed her, too.

Despite the furore, May was in her pomp, and a few weeks later would call her disastrous election that almost handed power to the old bearded Commie Corbyn.

The warnings from history could not be clearer; the public do not like to be taken for fools and no amount of linguistic jiggery-pokery will save you if they think you are insulting their intelligence.

Oh, and No10 back their Chancellors . . . until they don’t.

Despite her unenviable task next week, I think Rachel Reeves is making a very dangerous mistake in her insistence that Labour’s very blunt manifesto pledge that “we will not increase National Insurance” was only ever meant to be about employees.

A mealy-mouthed mention that “Labour will not increase taxes on working people” is exactly the sort of “spirit of our commitment” that caught Hammond out.

And it’s going to be a double blow if she extends the freeze on income tax thresholds.

Good luck explaining how dragging millions more low-paid workers into the tax on wages is not “increasing taxes on working people”.

And all the indicators suggest the public are paying attention and do not like what they are hearing.

According to pollsters Opinium, Labour have already squand- ered a 15-point lead on “being the best party to improve the public’s financial situation”, now just one point behind the Conservatives.

What’s worse is Labour know they are playing with fire.

Wes Streeting, whose health department will be the only one to win cash from the Treasury on October 30, despite a backlash led by Deputy PM Angie Rayner, was on the airwaves yesterday already dancing on the head of a very dangerous pin.

He told the BBC: “All of the measures in the manifesto were fully costed, fully funded, promises we could keep. And we were disciplined in that process because we know that if there’s one thing that’s in even shorter supply than money at the moment, it’s trust in politics”.

But he added: “We did not anticipate it being as bad.”

Trust, once out of the genie’s lamp, is almost impossible to regain. Just ask Nick Clegg about breaking his manifesto vow on tuition fees for an idea of how the “we didn’t realise it was this bad” excuse lands.

The Chancellor insists she will throw a “ring of steel” around working people in this Budget, protecting them from the worst mega tax hikes on inheritance, stamp duty and sales of stock and shares.

Bigger betrayal

It seems Reeves could soften the NICs betrayal by sparing bosses from a direct £18billion raid on employers’ contributions, instead eyeing a £9billion hit by applying NICs to employers’ pension contributions.

Yet I still argue it’s a huge gamble to hope that complexity will fudge the promise that “we will not increase National Insurance”.

But nowhere would there be a bigger betrayal of working people than a hike in fuel duty.

Opinium shows almost half of voters say the punishment at the pumps is too high, compared to just one in five who say it’s about right.

Compare that to 28 per cent who think National Insurance is too high, and 42 per cent who say it’s about right.

FairFuelUK surveys show that 70 per cent of journeys are drivers using their cars to get to work.

The quickest and easiest way to break trust with millions of workers is right there.

Careful Chancellor, you don’t want to have to do a Hammond.

But you can’t say you were not warned.

Don peaking

DONALD Trump did not have a great summer.

The Democrats got real and got rid of doddery Joe Biden, leaving Trump, right, struggling to attack his shiny new opponent, Kamala Harris.

And a madman almost blew his head off, leaving the ex-President talking more about God saving him than the economy and immigration.

But despite the years of lawfare, most of the US media doing all it can to stop him, and a second assassin trying to take him out on a golf course, is The Don peaking just at the right time?

The data, both polling and betting, suggests so.

Betfair Exchange punters have him in his strongest position as favourite since Biden got the heave-ho, and Real Clear Politics says he now has a 93.2 per cent chance of winning.

Harris’s lead in the RCP average of polls was down to just 0.9 per cent last night.

For context, at this point in 2020, Biden was ahead by 8.6 and, when Trump won in 2016, Clinton was ahead by 6.4 per cent.

Expect the attacks on Trump to become increasingly wild as the Democrats, and their pals on TV, hit panic stations.

AS Halloween draws near, planning for the October 31 fright fest goes into overdrive.

But it doesn’t have to be all about pumpkins and lollipops – the supermarkets also have some splendidly spooky cakes.

Marks & Spencer Mini Halloween Pumpkin Cakes, £4 for four: 4/5

DESCRIBED as “mini” but these are quite substantial, even for a chocolate lover like me.

The chocolate sponge is moist and delicious and is filled with a sweet orange buttercream which I could not get enough of, though there was plenty of it.

The cakes are then dipped in orange icing so they look like pumpkins.

Not as cheap as some other own brands but delicious.

Fun and tasty party treat.

Iceland Giant Eyeball Dessert, £7: 4/5

A REAL showstopper, this stand-out creation is most impressive.

A Victoria sponge with layers of raspberry and white chocolate mousse, it comes frozen and is designed to look like an eyeball – all at a competitive price.

The kids were delighted and it tasted fab. The sponge is moist and the cake is covered in a yummy white chocolate shell.

You need to defrost in the fridge for 12 hours or so before eating.

Sainsbury’s Spooky Tray Bake, £7: 5/5

HALLOWEEN version of one of those rectangular chocolate birthday cakes.

The sponge is really tasty – moist and not too sweet – and it is topped with a creamy chocolate butter- cream, white drizzle and sugar-paste eyeballs.

The design is simple but just the thing for scare season.

The kids scoffed it eagerly and I reckon it would go down a storm at any party.

Fiona Cairns Seasonal Fairy Cakes, £7 for six, Waitrose: 3/5

DELICATE-looking delights in pretty pastel colours, these are dainty as can be and not as scary or spooky as other offerings.

They taste lovely, though.

The sponge is light and moreish and the icing is spot on. Also, they were not as sickly as some cakes can be.

A tasty option if you are not too keen on the thought of little ones gobbling ghouls or eyeballs and other scary bakes for their Halloween party tea.

Lidl Sticky Toffee Halloween Muffins, 99p each: 3/5

GREAT to have an option that is not chocolate.

These muffins have a lovely flavour that is perfect for this time of year.

The taste was subtle enough for the kids to enjoy and the sponge was moist and moreish.

The muffins did not exactly stand out on the shop shelf against some prettier cakes, with just a splodge of toffee sauce and a chocolate ghost on top.

But they did taste delicious.

Morrisons Super Scary Cupcakes, £5: 2/5

I LOVED the look of these scary cakes – especially the eyeball ones, which really put you in a spooky mood.

They would be fabulous as part of a Halloween party spread, and the kids and I could not wait to tuck in.

The sponge was pretty good but the icing tasted just a little artificial, and too sugary.

These cakes score well for appearance, not so well once in the mouth.

Asda Horror Emporium Miles The Millipede Cake, £7.50: 1/5

MILES’ sponge tasted a little dry and flavourless and the chocolate coating separated from the cake as I cut into it.

He looks cute, though, and the sugar decorations are a delight without being overpowering.

Pack says this serves 12 but I reckon that is a bit tight.

You get better value with the Sainsbury’s tray-bake, which is 50p cheaper, and Iceland’s offering is a bit more fun.

SMALL but tasty. And their modest size means these are not too much of a sugar overload for little ones – though you will want to tuck in too.

They were pretty good value for a pack of nine.

Nothing really blew me away, tastewise, but they were decent enough. And the decorations were sufficiently spooky.

Maybe just a bit too middle of the road.
